Lawmakers Renew Push for Workforce Housing Tax Credit

A bipartisan group of lawmakers has reintroduced legislation aimed at creating a new federal tax credit specifically for workforce housing. The proposed incentive is designed to address the growing gap between what middle-income earners can afford and the cost of available rental units. Unlike programs focused solely on low-income households, this credit targets teachers, nurses, firefighters, and other essential workers who often earn too much to qualify for traditional subsidized housing but not enough to afford market-rate rents in many cities.

The new proposal builds on the existing Low-Income Housing Tax Credit, which has been the primary federal tool for financing affordable rental housing for decades. Supporters argue that the LIHTC program, while successful, does not adequately serve households earning between 60 and 120 percent of the area median income. The workforce housing credit would fill that gap by providing developers with a financial incentive to build and preserve units for this overlooked demographic.

Advocates say the timing is critical. Rent increases have outpaced wage growth in most metropolitan areas, pushing many middle-class families into cost-burdened situations where they spend more than 30 percent of their income on housing. The bill has drawn support from both housing industry groups and labor unions, though its path through Congress remains uncertain given ongoing debates over federal spending and tax policy.
