With new federal borrowing limits now in effect for many students, several states are stepping in to fill the gap. Connecticut, Minnesota, and Rhode Island have all expanded their own state-run loan options, offering an alternative for families who find themselves short of what they need to cover tuition and living costs. The moves come as the federal government tightens caps on how much undergraduates and graduate students can take out in direct loans, a change that has left some borrowers scrambling for other sources of funding.
But the new state programs are not a simple substitute for federal money. They come with trade-offs that borrowers need to weigh carefully. Interest rates on state loans are often variable, meaning they can rise over time, unlike the fixed rates on most federal loans. Some state programs also require a co-signer or have stricter credit checks, which can shut out students from lower-income households. And while federal loans offer income-driven repayment plans and forgiveness options, state loans typically do not, leaving borrowers with less flexibility if their earnings stay low after graduation.
Supporters argue the state programs are a necessary lifeline, especially as college costs keep climbing and the federal safety net shrinks. Critics, however, warn that students could end up with higher debt burdens if they turn to these loans without fully understanding the terms. For now, the expanded options give families more choices, but they also demand more homework before signing on the dotted line.
